Cigarette Restitution Fund (CRF) Program for Tobacco Control

In 2000, the Maryland General Assembly created the Cigarette Restitution Fund (CRF) Program with funds from the 1998 Master Tobacco Settlement Agreement with the tobacco industry. The goal of the CRF Program is to implement strategies to reduce the burden of tobacco related disease in Maryland, with a specific emphasis on tobacco use prevention and cessation and cancer prevention, early detection, and treatment.

The Garrett County, the Health Department provides oversight of services that fall under one of the following components:

Community Initiatives

Community initiatives focus on preventing the initiation of tobacco use and protecting people from secondhand smoke. This is achieved in Garrett County by providing mini-grants to local organizations for tobacco control activities and coordinating and implementing awareness activities.

In Fiscal Year 2016, mini-grants have been awarded to the following groups:

Enforcement Initiatives

Local activities focus on the enforcement of the Minors’ Access Laws including:

  • Sales to Minors
  • Minors’ Possession of Tobacco Products.
  • Law enforcement officers partner with health department staff and Garrett County youth to conduct compliance checks of local tobacco merchants to discourage the sale of tobacco to minors.

Law enforcement officers may also issue citations to minors in possession of tobacco products.

School-Based Activities

Preschool – Community Outreach Workers provide secondhand smoke education to children in preschool, as well as to the parents of children in preschool.

K-12 – Health Department contracts with Garrett County Board of Education to increase the number of students, staff and parents impacted by school-based tobacco prevention programming. Activities include implementation of Project TNT in 6th grade, school-based cessation services, and displays for staff and parents.

College – Health Department partners with Garrett College to increase the number of students and staff impacted by tobacco prevention programming. Initiatives including a social norm campaign as well as displays and presentations for students and staff.
