EARLY CARE PROGRAMS HOME VISITOR
Family Support Worker I Full-Time Contractual

The main purpose of this full time contractual position is to assist the Garrett County Health Department in the mission of promoting, protecting, and improving the health of the county citizens. The position provides in-home support services through intensive home visiting to pregnant women and children up to five years of age under the Healthy Families America home visiting program(s) to improve birth outcomes, strengthen families, cultivate nurturing parent child relationships, promote child health and developmental outcomes, promote family stability, build foundations for strong family functioning, and promote positive parenting practices. Services enable individuals to maintain independence and well-being, assist in preserving the family structure, promote functional home environments, and teach clients how to access and utilize available community resources. The position, with guidance from the program supervisor, works to improve parenting skills, reduce family stress, and meet the ongoing needs of the family unit to achieve optimal functioning. The position will promote family and child health through education and referral. The position will collaborate with other health professionals and community agencies to support families and children’s optimal health, nutrition, safety, and development.

Early Care Programs/Healthy Families Garrett County direct service staff hold a minimum of a high school diploma or equivalent; have experience in working with or providing services to children and families; exhibit an ability to establish trusting relationships; show acceptance of individual differences; have experience and humility to work with the culturally diverse families; have knowledge of infant and child development; are willing to engage in building reflective capacity ( e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.). Infant mental health endorsement is preferred, but not required. 

The Family Support Worker I takes into account each family’s unique strengths and needs. The home visitor will be provided with weekly reflective supervision sessions from the Early Care Programs Supervisor to promote continued growth with the program.

HEALTH OFFICER, GARRETT COUNTY HEALTH DEPARTMENT
PROGRAM MANAGER SENIOR II

This position serves as the Health Officer, an executive level position in the Garrett County Health Department. The Garrett County Health Department is a Public Health Accreditation Board (PHAB) accredited health department.  The Health Officer plans, directs and administers all aspects of activities and operations of Garrett County Health Department, including establishing and overseeing overall policies and procedures, program goals and plans, as well as personnel and financial resources, while managing all programs through a staff of 150 individuals and a budget of $19 million. 

Job Duties include: 

  • Responsible for directing programs that have a broad scope and major impact on agency missions and operations including directly or indirectly supervising technical, professional, or administrative staff. 
  • Representing the Garrett County Health Department before Federal, State, and local officials, legislative committees and senior managers and executives of other agencies concerning program activities. 
  • Reporting to the Maryland State Secretary of Health and Mental Hygiene and the Garrett County Board of Health (County Commissioners).
  • Determining the public health needs and issues of the department and will design programs to meet those needs while recommending changes when appropriate. 
  • Advocating for public health with the media community, social service agencies and other community organizations in Garrett County. 
  • Promoting and stimulating interest in public health issues that have been identified by national, state and/or local communities. 

KNOWLEDGE AND ABILITIES

Knowledge of: 

  • Application of medical science to public health practices and principles; pertinent laws, ordinances, rules, and regulations governing public health; 
  • Current trends, concepts, and advances in public health; 
  • Causes and modes of transmission of communicable diseases; and,
  • Basic principles of budgeting and supervision.  

Ability to: 

  • Plan, organize, and provide direction for public health programs; direct and supervise staff; 
  • Prepare clear and concise reports; represent the County and the State effectively in meetings with others and make formal presentations to various groups; and,
  • Establish and maintain effective working relationships with County and State staff, the health care community, and the public.
