COMMUNITY HEALTH NURSE SUPERVISOR

The primary role of this full-time position will be to provide ongoing clinical supervision for Family Support Specialists, Family Resource Specialists, and/or Community Health Nurses working in Early Care Programs. This position will provide intensive home visiting to pregnant women and children up to five years of age through the Healthy Families Garrett County home visiting program. Program goals include improving birth outcomes, cultivating nurturing parent child relationships, promoting optimal child health and developmental outcomes, promoting family stability, and building foundations for strong family functioning. This position will also support and supervise staff providing direct services to families. This is accomplished through the provision of ongoing education and promotion of positive health practices as well as conducting assessments and providing referrals in collaboration with other health professionals and community agencies. Service provision is geared towards supporting family and children’s optimal health, nutrition, safety, and development.

The selected candidate should have a solid understanding of or experience in supervising diverse staff with humility, as well as providing support to staff in stressful work environments. They also exhibit knowledge of infant and child development and parent-child attachment and have experience with family services that embraces the concepts of family­ centered and strength-based service provision. This position requires exhibiting knowledge of parent-infant health and the dynamics of child abuse and neglect. The selected candidate should have experience supporting culturally diverse communities/families and have experience in home visiting with a strong background in early childhood prevention services. The selected candidate must have a willingness to engage in building reflective practice ( e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.).

Infant mental health endorsement is preferred, but not required. 

Experience with reflective practice is preferred, but not required.

Job Duties are directed toward assuring quality service delivery with home visiting services to include ongoing nursing assessment, nursing diagnosis, and development of a plan of care with families taking into account their unique strengths and needs. Knowledge of and/or expertise in providing home based services preferred.

In addition, this position will provide support to parents and expectant parents through education and instructing Childbirth/Breastfeeding Classes.

General and reflective supervision sessions will be provided from the Early Care Program Director to promote continued growth with the program.

ALCOHOL AND OTHER DRUG ABUSE PREVENTION SUPERVISOR
THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE MDH GARRETT COUNTY HEALTH DEPARTMENT ONLY.

The main purpose of this full-time position will be to supervise the Alcohol and Drug Abuse Prevention Coordinators/Specialists and other program coordinators implementing the work of alcohol and other drug abuse prevention. This position will oversee the development, coordination and implementation of prevention programs and activities as outlined in agency prevention grants. It will be a requirement that this position monitor all aspects of data collections to increase community awareness and ensure that prevention grant funds are utilized in areas where the need is the greatest. This position will also guide the prevention team in all educational programs, strategies, and activities.

In addition, the selected candidate will:

  • Learn about government laws and policies to educate and/or encourage community behavioral change.
  • Prepare and oversee all grant submissions and administrative reporting will be a function of this job.
  • Understand training needs for staff development and offer opportunities for improvement.

Please note: Budget development, financial oversight and analysis will be required skills.

HEALTH OFFICER, GARRETT COUNTY HEALTH OFFICER

This position serves as the Health Officer, an executive level position in the Garrett County Health Department. The incumbent will be responsible for managing all programs through a staff of 150 individuals and a budget of $19 million. The Health Officer plans, directs and administers all aspects of activities and operations of Garrett County Health Department, including establishing and overseeing overall policies and procedures, program goals and plans, as well as personnel and financial resources. Responsible for directing programs that have a broad scope and major impact on agency missions and operations including directly or indirectly supervising technical, professional, or administrative staff. Program Manager Senior II is one of the highest managerial levels of program management in the State Personnel Management System. Represents the Garrett County Health Department before Federal, State, and local officials, legislative committees and senior managers and executives of other agencies concerning program activities. Reports to the Maryland State Secretary of Health and Mental Hygiene and the Garrett County Board of Health (County Commissioners).

KNOWLEDGE, SKILLS, AND ABILITIES 

The Garrett County Health Department is a Public Health Accreditation Board (PHAB) accredited health department. The incumbent will be a key member on the management and leadership team. He or she will determine the public health needs and issues of the department and will design programs to meet those needs while recommending changes when appropriate. He or she will serve as an advocate for public health with the media community, social service agencies and other community organizations in Garrett County. In addition, the individual will be responsible for promoting and stimulating interest in public health issues that have been identified by national, state and/or local communities. Knowledge of: application of medical science to public health practices and principles; pertinent laws, ordinances, rules, and regulations governing public health; current trends, concepts, and advances in public health; causes and modes of transmission of communicable diseases; and basic principles of budgeting and supervision.  Ability to: Plan, organize, and provide direction for public health programs; direct and supervise staff; prepare clear and concise reports; represent the County and the State effectively in meetings with others and make formal presentations to various groups; establish and maintain effective working relationships with County and State staff, the health care community, and the public.

Qualified candidates must possess a Master’s Degree in Public Health with two years’ managerial experience in public health or Master’s Degree and five (5) years’ work experience in the field of public health. 

Preference will be given to a public health professional with a senior leadership background, executive management experience, and a master’s degree.
